Chief freelance specialist for emergency medical care of the Ministry of Health Sergey Bagnenko spoke about the role and development of the emergency medical care system at the plenary session of the Healthy Society forum, held at the Lomonosov cluster in Moscow.

— We must deliver every emergency patient to a place where he can receive appropriate assistance within the first 24 hours, — noted Sergey Bagnenko.

The specialist spoke about the positive trends in the development of the emergency medical care system:

The number of calls has decreased from 47 million in 2004 and 45 million in 2014, to 41 million at present, taking into account new regions;

Prevention, medical examination, drug support, and medical observation make a tangible contribution to reducing the number of emergency calls.

Less than 30% of ambulances older than 5 years remain, stations and substations have been put in order, and a unified form has been introduced.

— 20 years ago, there were 20 million cases of emergency hospitalization, and now there are 11 million. This is an extremely difficult indicator, but it is also shifting, — said Sergey Bagnenko.

A system of inter-municipal centers is being introduced in the regions — the largest medical organization becomes responsible for its medical district and provides multidisciplinary medical care.

— 90% of rural residents need to be provided with the right care in the district hospital, — emphasized Sergey Bagnenko.

For regional healthcare, the specialist noted, the most important task is to route the patient in a timely and correct manner so that he gets to the specialized healthcare institution within the first day.
